I have received from Mr. Robertson a communication dated 24 July on the subject of the Coolie trade at Shanghae, which I thought worthy of the attention of the Attorney General, and now forward to Your Lordship a copy of the despatch and of Mr. Anstey's opinion thereon.
I am of opinion that the Consul at Shanghae, supposing the Chinese Authorities in that Port should connive at the existence of the Coolie trade, may take measures to compel British shipmasters conveying Immigrants under...
